Challenge
Affordable housing plays a critical role in maintaining diverse, resilient and socially cohesive communities in Sydney. City West Housing’s Boronia Apartments brought together investment from all tiers of government, community housing expertise and thoughtful urban design to create 74 homes in a location where access to stable housing is increasingly limited for many households.
The challenge was to articulate the collective value created by the project, demonstrating how affordable housing contributes to stronger neighbourhoods, economic participation and individual wellbeing, while ensuring future residents were represented with dignity, agency and optimism.

Solution
ImpactInstitute developed an integrated communications and stakeholder engagement approach centred on the collective impact of the project.
Working closely with City West Housing, government representatives, delivery partners and media, the team established a clear narrative connecting housing security, community outcomes and design excellence.
Strong stakeholder relationships helped secure meaningful participation from key decision-makers and project partners, while careful coordination across approvals, messaging and media activity ensured a consistent story at every touchpoint.
Photography, video, resident storytelling and earned media were used to capture and amplify the long-term value the development would create for people and communities.
Outcome
- The campaign achieved broad visibility across media, government and sector audiences, generating 137 media placements and reaching more than 1.3 million people.
- Importantly, it positioned City West Housing within a wider conversation about the future of Sydney’s communities, highlighting the value of stable, affordable housing for individuals, neighbourhoods and the city’s economy.
- The opening strengthened relationships with key stakeholders, reinforced organisational credibility and helped establish City West Housing as a trusted partner capable of delivering high-quality affordable housing at scale.
